IOR, also known as Importer of Record in Chinese, is the legal entity responsible for imports recognized by the US Customs CBP. This is also a common method used by a large number of cross-border e-commerce sellers, but it is important to avoid borrowing empty shells or sharing other IOR entities. Currently, the US Customs strictly inspects IOR mismatches, and borrowing someone else's IOR will directly trigger inspection and seizure of goods.

During the IOR matching process, the information of EIN tax number, Bond guarantee, and IOR subject must be completely consistent. Inconsistent subjects are high-frequency pitfalls. When filling in the information, the IOR name and EIN code on commercial invoices and customs clearance documents should be complete and accurate, and the IOR number of freight forwarders or other sellers should not be arbitrarily used. To select a third-party IOR, it is necessary to verify the qualifications of the service provider, confirm that the Bond limit covers the value of the goods, and reject unqualified shell entities. At the same time, product compliance information should be synchronized and in place. Electronic products and children's products need to be equipped with FCC and CPSC related certifications, and IOR is responsible for product compliance.

Many sellers mistakenly believe that the Double Clearance Tax Package channel does not require attention to IOR, but in fact, the Double Clearance Tax Package also relies on IOR entities to complete customs clearance. Grey channels often use shared IORs, which pose a high risk of inspection. Long term layout in the US market, prioritizing the use of local cooperative IOR; Sellers without US entities should prioritize choosing the legitimate NRI overseas importer model. Only by ensuring the authenticity of IOR subjects and one-to-one correspondence of information can we reduce the risk of cargo detention in US air freight clearance and ensure stable delivery of goods.
