How is the fuel surcharge for international air transportation calculated?
The fuel surcharge is the core floating component of international air freight, abbreviated as FAF. It is a special additional fee set up by airlines to hedge against fluctuations in aviation fuel costs and to avoid risks associated with oil price changes. It does not belong to the base freight and is independently adjusted dynamically. It is also the main reason for the fluctuation in air freight prices. In most routes, the fuel surcharge accounts for 15% to 30% of the total freight. During peak oil price seasons, the proportion can exceed 40%. It is a project that shippers must pay close attention to when calculating logistics costs.

International air freight fuel surcharges have standardized collection rules and a simple and transparent billing method. Their charging standards are uniformly calculated based on the billing weight of the goods, with units of yuan per kilogram or dollars per kilogram, and are added on top of the base freight. The fuel cost for a single shipment = billing weight × the current fuel surcharge unit price. The charging cycle is fixed. Main airlines update their charging standards once a week or once a month, publicize the latest rates, and uniformly implement them across all routes, regardless of direct flights or transfer flights. Unlike domestic routes, international air freight fuel surcharges have no unified national price limit. Airlines adjust the rates independently based on international fuel indices. The rates for different airlines and routes vary slightly, but the overall trend is highly consistent.
The fuel surcharge has a strong positive correlation and linkage with international oil prices. It is mainly benchmarked against Singapore fuel oil (MOPS) and US Gulf fuel oil (USGC) prices, rather than ordinary vehicle-grade crude oil. Aviation kerosene is the core consumable for air transportation, and its price fluctuations directly determine the operating costs of airlines. When international crude oil prices rise, the procurement cost of aviation kerosene also rises simultaneously. When airlines reach the price adjustment threshold, they will immediately increase the fuel surcharge to offset the cost pressure; if oil prices continue to fall, the fuel surcharge will gradually decrease and stabilize at a low level, and even be slightly reduced when it reaches a low point.
This linkage has a short-term lag. After a sharp increase in oil prices, the fuel surcharge usually updates one to two weeks later. It does not rise or fall in real time, nor does it adjust frequently in response to small fluctuations in oil prices. It only adjusts in batches when oil prices exceed the threshold. In extreme situations, oil prices can double in a short period, and the fuel surcharge increase can exceed 100%, directly significantly raising the air transportation cost. For shipping enterprises, they can track the international fuel oil price trend, lock the cargo hold in advance when oil prices are low, avoid the cost increase caused by rising oil prices, and precisely control the air transportation cost.
