1、 Which goods must undergo export inspection (legal inspection)

The goods listed in the "Catalogue of Import and Export Commodities Subject to Inspection and Quarantine by Entry Exit Inspection and Quarantine Institutions" (Legal Inspection Catalogue) are subject to mandatory inspection for export by sea, and the core categories are divided into eight categories:

Food and agricultural products: fresh fruits, vegetables, meat, snacks, alcoholic beverages, tea, grain and oil, need to be inspected for hygiene and pesticide residues;

Wood products, bamboo, wood and rattan products: solid wood furniture, wooden pallets, wooden crafts, quarantine to prevent the spread of harmful organisms;

Textile and clothing, children's products: children's clothing, maternal and child clothing, toys, tested for formaldehyde, heavy metals, and flame retardant standards;

Mechanical and electrical appliances: small appliances, lighting fixtures, power tools, testing safety performance;

Cosmetics, toiletries: facial mask, skin care products, perfume, microbial and heavy metal detection;

Dangerous chemicals and batteries: lithium batteries, chemical liquids, safety transportation identification and inspection;

Mineral and metal raw materials: ore, non-ferrous metals, quality and safety inspection;

Medical equipment and epidemic prevention supplies: masks, instruments, mandatory quality quarantine.

Non catalog general goods (ordinary plastic accessories, hardware accessories without safety risks) are considered illegal inspections and can be directly declared without inspection, but customs has the right to randomly inspect them.

2、 Complete process for sea freight export inspection

Advance appointment declaration: After the production of the goods is completed, prepare the inspection materials 3-5 working days in advance. The enterprise can declare at a single window by itself. If there is no self declaration qualification, it can entrust a customs broker to handle the declaration.

Submit a complete set of inspection materials: outbound goods inspection form, commercial invoice, packing list, foreign trade contract, product testing report; Wooden products are provided with additional fumigation records, food products are provided with hygiene certificates, and electrified products are provided with transportation identification.

Inspection and quarantine personnel inspection: There are two modes: one is the origin inspection, where the factory conducts on-site sampling and testing of product quality and packaging; The second is port inspection, where the goods are sent to the port warehouse for on-site customs inspection; Check whether the product specifications, safety indicators, and packaging labels meet the standards.

Upon passing the inspection, a customs clearance form will be issued. Once there are no issues with the inspection, a "Customs Clearance Form for Outbound Goods" will be issued, which must be accompanied by the customs declaration. If the customs clearance form is missing, it will be returned directly by the customs and cannot be released; If the inspection fails, it needs to be reworked and rectified before a second re inspection.

Special Inspection Certificate: Export overseas customers require additional certificates of origin, hygiene, and phytosanitary certificates, which can be simultaneously applied for and issued by the quarantine bureau for customs clearance at the destination port.
